You could probably buy some vintage clothing -- you are tiny enough to fit into it! Check out these patterns here, especially the "Schoolmistress Shirtwaist & Skirt" by Folkwear. If you found the right blouse, all you would to do is make the skirt. I assume that you have some kind of corsetry that will work for you.
