Ohio State University's College of Veterinary Medicine had a Raptor Ward while I was there - it was staffed entirely by vet students, and we did our best to rehab any birds that were brought in. We also worked with a few wildlife parks, and the non-releasable birds usually went to live with them.
Unfortunately, my senior year our staff advisor left, and they had to shut the ward down. I hope it's been reopened since then, but I haven't heard anything from the school one way or the other.
