I suppose that the logical public policy would be rather callous but would solve at least some of the problem: anyone who sells a pet is responsible for professional vet bills (well, for obvious things) for 30 days after sale, including one "well-pet" checkup. Yes, of course it'd jack up the price of the pets, but at least no one could imagine that a pet really costs only $3.50 plus supplies (or whatever they sell some of the small animals for).
